Election in Punjab

                     IS THERE ELECTION IN PAKISTAN?
                                          Appeal.

                            khurshidalam44@hotmail.com

I am a medical consultant from khyber Pakhtunkhwa, the front line province of the front line state. The state is getting all the perks for the last 32 years and the province is paying its price and bearing the brunt of the onslaught. We are bled that some one gets payment for our blood. Think of any atrocity against humanity that has been committed against us. Our land is a huge dump of gunpowder, our area has been converted in to a farm land where the small chicks of terrorism are produced, fed, and when they grow they are used as the ground. It is hundred times more destructive and the collateral image is unthinkably higher than the air drone.

The Afghan pride has been torn in to shreds. A country never occupied by foreign power is under the heals of long foreign boots on both sides of Durand line. Both are alien to our customs and traditions both have a contemptuous attitude to our people.

Pakistan is politically always on shaky ground because of no institutions, economically dependent on foreign aid without realisation that loan is never without a string. The political , military and economical dependence has stripped us of our national sovereignty and national honour. No one is insane like our leaders to invest 60 billion dollars without getting some thing back. We have basically rented out our country and in foreign press, Pakistan has a nick name of rentier  country and the same is the perception about the army and civilian leadership.

Now our media is drumming loud about free, fair and transparent elections. Our interim government and election commission is trying to mislead the world opinion. Pakistan is no different than other Muslim countries where a dictator rule of decades. Here a particular mind set from a particular region is ruling since the creation of the country. It is the mind set that counts. In socialist philosophy it is said that capitalist mind set is more dangerous than a capitalist.  They are true beyond any shadow of doubt.

The transparent and fair election is always free of rigging and hidden hands manipulation. Most of the election are rigged in third world country. Even in the recent past USA president Mr. Bush was appointed by judiciary though he had lost in popular votes. Idealism is a fantasy. But comparatively speaking we have a worst track record.

A line has been drawn by our election commission and establishment between democrats and conservative and the whole strategy is to keep the democrats out of political process. This time they have resorted to physical elimination. No nationalist in khyber Pakhtunkhwa can hold even a corner meeting, the recent two attacks on our central leadership were after corner meetings.

So for their have been nine suicidal attacks on nationalists in KPK and three on MQM in Karachi. Even in the interior Sindh, the strong hold o PPP,  they cannot hold public rally's. The strongest political force in Karachi, the MQM have been restricted to do door to door electioneering. ANP is target even in Karachi, out of the fear that they may clinch few more seats. Karachi is suffering at the hands gangs war while we nationalists in KPK have been left to the wolves to attack us. There is hardly a day gone without the attack of suicidal bombers.  Eighty of the leadership,  hundreds of workers and thousands of poor sympathisers have been eliminated.

The irony is that not a word of condemnation was said by the so called these civilian leaders of Pakistan who are claiming of lofty democratic culture. On T.V they have refused to call them terrorists. It will be worth mentioning at this stage that the heads of these sectarian parties and the Muslim leaguers were invited by Taliban. They refused to talk to federal or provincial government, army, nationalist and democrats. They threatened that they will not spare any one of the three parties. Practically the candidates are all in sub jails in their houses.

The election campaign is in full swing in Punjab by Muslim leaguers, Imran khan, another stooge of establishment and sectarian parties.  They can have their rally even in kpk without fear and threat. Neither they need government security nor they have lost a single individual. We never hope the same happens there. The same is the case with JI and JUI.

They are in position to provide security to our army COAS and president. As the controlling harness of the shadows of death is in their hands. It looks they are working in collaboration. It is not some thing we should mumble upon, it is an open secret to the world. But it is more painful that the world is keeping mum. Neither the human rights commission, nor UNO or European Union uttered a word against crimes on humanity.
To call it fair election where pre pole rigging has started on the first day, when the interim took over, will be insult to humanity and human dignity.

To accept it as an election in Pakistan will be the new definition of democracy. Election are being held in Punjab and the residents of  other three other provinces have been tied by non visible ropes and thrown to the wolves. We are being forced to quit politics and raise our voice for human freedom. But we are determined not to deter. We believe to live with freedom of expression and demand our rights if refused this path we better die. We prefer freedom with huger not vice versa.

The international community is morally bound to come to our rescue as the present situation is  due to their wrong foreign policies and the two dictators Zia and Musharaf were their henchmen. Since the political leadership has gone across the Atlantic, west has always resorted to force instead of diplomacy because of the lack of diplomatic skill of americans as compared to British.

It is of no point to talk to the civil leaders of Pakistan government. The parties to talk to, are the sectarian parties, Muslim leaguers of all shades, and the intelligence institution of Pakistan because they are the stake holders. The inclusion of Iran will be an added advantage to bring peace to this unfortunate region and its residents. To beat around the bush will no more work. In the name of free and fair election it is a plan to eliminate us.

The world must realise that our priorities are different than Punjab. Yes basic human needs are of utmost importance but we have historical responsibility to bring peace to our area and safe guard the tender plant of provincial autonomy. If peace is restored the amenities can be provided. In Punjab they are taking election processions we are taking out funeral processions every day.

Musharaf and our exaggerated response.

Why Musharaf has been given so much importance?

                               khurshidalam44@hotmail.com

I fail to understand the press coverage accorded to Musharaf? Is he above the law or is he a retired general?  If he is of this country he cannot be above the law. If he was a general that was his professional career and was paid for it. He is being accused of crimes for misusing or better say abusing his status. The facilities being accorded to him after arrest is an insult of human values and the judicial system.

The judiciary has not shown an extra ordinary activism. But the government has shown a deplorable attitude and dragging its feet. The upper house has given full support and has clearly shown their fear of sudden lift of the accused by a foreign or own chopper.

We have seen P.M. and most of the politicians handcuffed sent to adiala prison i just can't comprehend this special treatment to a criminal,  unless proved otherwise.  He has confessed on T.V that he has no regrets to kill Bugti  and will do it again if comes in power.

What is perplexing me, is the policy of federal government. On one hand withdrawing protection to the contesting candidates who are at the target of terrorists, while on the other hand worrying so much about a wanted criminal. The protection to him is more than he deserves if it is for security reason, the most secure place of high value prisoner is high security prison.

I haven't heard some policy statement from rumbling Mian, or roaring PPP since he has arrived in Pakistan. Both are probably under instructions not to whisper. Why should we grumble about foreign powers interference, even foreign business tycoons like Hariry interfere in our politics. It is no secret Saudi are using their economic lever.

But I believe the lame democracy of five years has made some prints on changing the direction of our history. The roaring general who has lost his skin and feel unsafe and uncomfortable will be better off  to volunteer for prison. His roaring was limited to his house in edgware, London. Now he is seeing the hanging sword of history in his dreams. I hope he does not increase his consumption of cigar and spirit. We are more concerned about his life. We want him alive to see the logical end of his wrong doings. His attorney statement is worth considering seriously. I quote," the country is first than constitution." This is the most dangerous statement it always precede the disintegration of a country and has precedence too.

The other point is the fear of opening the pandora box. I fail to understand why are we as a nation so scared of facing the truth? Why do we avoid to experiment with truth? I just got a beautiful quote from London by a leaned lady, Zarqa wrote: " one can choose between comforting lies or uncomfortable truth. " I think we belong to the first part of the quote. We prefer white wash in White House. Our society is single legged, we can say true to the truth but cannot dare to say lies to lies.

The country is faced with multiple serious problems that is threatening the viability of the state and we are going to poles with a faint hope that it will deliver some good. Though most of us don't expect any good but we feel,  we are already flat on the ground there is no place to fall in to? Knowing that pre pole rigging is in full swing we should stop that and the role of bribery.  Since the creation of pakistan tricks of the trade were tried to eliminate us, nationalists, from political scene and surrender our philosophy," live and let others live with human dignity and national pride". Now they have tactically withdrawn security from our candidates  and has decided to let the terrorist complete their unfinished mission. But we are determined not to be deterred while sticking to non violence. MQM and PPP are facing the same situation. They are dis franchising all of us at gun point. We are decided  not to let them to install their obedient stooges.

Let the judicial system takes its course and decide. The government performance is abysmal, showing no courage to do what they are supposed to do. Government duty is to provide him security and right to defend himself in the court of law without fear and obstruction of justice.  The life of a precious accused  is the top responsibility of the executive, to  eliminate any chance of self-harming and any out side threat and provide fool proof security and make it doubly sure that he is not harmed. It is a universal policy  that the accused should be retained in  high security prison till the final verdict of the court is reached.

They should centre their efforts to conduct fair, transparent and impartial election and stop pre pole rigging. History has provided us an opportunity after 65 years, let us avail this chance given as a gift to us. Any one providing obstruction to this evolutionary process is not sincere to the constitution, country and history. Tactics are used to talk of forgiveness, to create the phobia of pandora box and extra crisis situation in addition to our on going crisis, I am positive nothing will happen if the case go either way. The institution will be strengthen, the nation will regain its lost confidence and history will restored to near normal.

The establishment cannot go back on its change doctrine nor they want to tarnish their  international image. The country is going through very difficult situation they wouldn't open another internal front. I have noticed a lot of maturity in military leadership. The internal destabilisation when the pillars of the states cross their lawful limitation and interfere in each other affairs.

Pre pole rigging

Yet another deadly strike by the beasts.

                                       khurshidalam44@hotmail.com

Taking advantage of the withdrawal of the security from the nationalist and liberal forces
the beasts strike the nationalists on daily basis. The latest was again the prime target,
Haji Bilour family. Their composure and reaction was really of a true , dedicated
follower of Bacha  Khan, un nerved, unprovoked and resilient. The real target was
Haroon Bilour according to  Taliban. Though Haji Bilour escaped but extensive damage
was inflicted and precious lives were lost including police, party workers, journalist and
other civilians. We salute our national martyrs and pray for all departed souls.

The incident though highly tragic and painful but not surprising. The security vacuum
created by the government was bound to invite these successive tragedies. And the
concerned authorities must be held responsible. It was not simply a security lapse but
the motives behind were sadly political. A new style of pre pole rigging?? They could
not deter us by imprisonments, physical torture, exiles, confiscation of properties now this
is their last resort. They are unable to understand the psyche of pukhtun. We can be
broken but we cannot be forced to bend. We prefer freedom in the hell than slavery in the
heaven.

To me it is no surprise if the liberals are dragging feet or the outright refusal of the clergy to
call them terrorist. Their interests  are reciprocally under twined. They live on each other.

Distortion of facts should not be avoided. This is not five years old problem. This drama
was started by Bhutto and Zia took it to its zenith. Fasad was declared jihad by J.I and
J.U.I. in a meeting held in GHQ with sole dissension voice of Ghamdi. His point of view
can be viewed on net even today. He has beautifully elaborated the concept of holy war.

All hizbs and the sectarians of Pakistan launched a joint venture supported by cunning
Zia, Wahabi Saudi, USA and UK. With passage of time and infighting between hizbs for
power Islam went in to the background and Taliban filled the vacuum. The present off
shoots stem from that Fasad.

Let us accept that nationalists government did very little to eliminate the terror. The army
was either incapable or not really determined to eradicate this menace. The losses
suffered by them show they did try but the intelligence agencies, sizeable chunk in army, a
and almost all sectarian and rightest parties were on the back of this terror. This could be
eliminated if they could shut the recruitment academies making gun powder or to cut their
supply line. But the supply line was going through the society and guarded by well
organised parties having no lack of funds. The allies kept the logistic flowing, the
madrasahs kept on producing the heaven goers.

These shadows of death were nowhere but everywhere. They have no GHQ but every
house and corner was their GHQ. They are shadows in the dark, the non state elements
was the deadliest addition to their arsenal.

Who can make mr. Siraj and JUI to go five years back? Who chalked the proud mountains
of Swat and made kilometres long tunnels and filled with gun powder and housed the
merchants of deaths? Who provided voice to the shadows? Who provided the deadly
ammunition to landlocked  swat? Who advised terrorists to use an alternate rout to
Malakand and who were the guides? Was it not the armed wing of JI who are fighting in
Kashmir and Pukhtun land? Who rapped the history of swat?  Who looted our honour?

They can fool the poor and illiterate Pukhtun but not the world opinion. Our government
has not asked the terrorist to name their friends and foes. It was them who without
chewing words named JUI, Muslim league (N), JI for talks. They categorically refused to
talk federal, provincial governments and army. Now to expect them to call them terrorists
on TV is equal to ask them to sign their own death certificates.

But they must answer the questions I have asked them about the five years of their tenure
in government. Out of the present lot in higher hierarchy is Mr. Saraj ul Haque. Who does
not believe in parliamentary politics and presume he will be the next amir of JI. Mian sahib
has two hands and he used them cleverly. It is no secret internationally that he used to
shake one hand with UK and US dignitaries and the other hand with terrorists under the
table. To him the lust of power means much more than human lives. We should be ready if
Mian comes in power. Pukhtun has yet to forget a poor man with a sack of wheat shot
dead near Attock by Punjab police.  Mian total disregard and contempt for our provincial
legislative. It was our national insult.i

I am more astonished by the silence of international community. The European Union
delegation is sitting in Islam Abad refusing to go to Baluchistan, FATA and KPK. Where the
fundamental are under grave threat.  We appeal to world fraternity to help us. We have no
alternative to reach our people like others as we don't have our own electronic and printing
media. We are the at the mercy of Punjab and Karachi how to present our case to the
world. We expect no protection and security from the authorities of Pakistan.

Hopes and fear

             PAKISTANI ELECTIONS HOPES AND FEAR.
                          khurshidalam44@hotmail.com

Intolerance is the hall mark of Pakistani politics . It is needed for existence. This is a gift of
a dogma called ideology of Pakistan. Through out my political life I tried to find a logical
relevance for it but the more I studied the more I got confused. They are closely inter-
related. Intolerance breeds terror and terror breeds intolerance. Most of the Muslims live in
terror in their countries. It is an essential clause of governance.

It does not fit in the frame of Islam. The authors were miles away from Islam and most of
the muslim scholars and organisations were against this concept. According to Maudodi's
son when his father showed its manifesto to Maulana Azad he showed his surprise and
said, "are you making a fascist state"?

If we try to relate it with Jinnah's ideas it is in total contradiction with each other. On Palam
air port  in Delhi while addressing muslims who came to say good bye to him he advised
them to be good law abiding citizens of India. In Karachi he said it is by no means a
theocratic state (sheikh).

Did he mean that by creation of Pakistan, Islamic revolution has achieved Islamic goal?
Some may interpret Jinnah according to their own perception but I  believe he had very
little knowledge of Islam and all he wanted a separate protected market for Muslim-
leadership and industrialists who could not compete in united India with Hindus.

I have no shred of doubt that the ideology of Pakistan it is to gag opposition and was given
a heavenly status to be above criticism. It was brutally used in first 18 years of Pakistan.
Pakhtun nationalists were the main target. The dead horse was once again used against
Ayaz Mir.

Even the interpretation of heavenly religion is done differently by different
scholars but it is by no means to discredit a religion. Unfortunately certain personalities
are held in higher status in Pakistan even than prophets and the ideology of pakistan
higher than Islam. Is it not a tool of exploitation. I am sure that most of the returning
officers were lay men. The scrutiny was really disgusting and hilarious.

The lack of strength of character has shattered the trust of the masses in institutions and
and some self proclaimed angels. The proved criminal Gen. Musharaf is not touched and
the responsibility is being tossed between judiciary and executive.

Why don't we show themoral strength to say Generals are above law. On his way he has
offered political Umraand has been assured by Saudi. Thirdly we have other serving
criminals who are scared to  be exposed during the process. Our roaring C.J has suddenly
gone quiet. Mian is in political somnolence. Our free electronic media who always lead  in
passing the verdict before our "vibrant so motto courts" has opted to be the follower this
time.
The whole system is paralysed to catch the prime criminal, Musharaf. Apart from his
long lists of crimes he is responsible for thousands innocent citizens, who have been the
victim of the terrorists. is the architect of present pre pole rigging to keep the democrats
and nationalists out ofthe game. It is the high time that this wild elephant should be
harnessed if future of the country has to made secured.

I wouldn't agree with one of the commentator that our religion teach us forgiveness and we
should look at future instead of digging the past.
I beg to differ basically we have no courage to look in to our past, it is so filthy. The
countries that have no yesterday, have no tomorrow.

Accountability should be across the board and not time and group limited. An abrogator of
the constitution and murderer should be shown no sympathy. At least he should be
stripped off of all the perks and medals.

We Muslims always boast that the core teachings of our religion is peace and forgiveness.
I am afraid we haven't seen or heard of it in our history. We lead our life on the concept of
middle class morality. We hide behind the sand bag of morality to hide our weakness of
character.

The election has exposed many bitter realities. We have always of the opinion that our
land has been used as a terror factory, now used for pre pole rigging.

Establishment lack of determination to eradicate this menace. It is not believable
that they have no knowledge of their own grown poisonous mushroom. They have planted
and groomed it but does not want to eliminate. ISI is too powerful to be threatened.

The international fraternity in general and European Union  in particular should
take over the responsibility to stop this new style of pre pole rigging. They have the
expertise past experience in conditions worse than the prevalent one in pakistan.

To sit in Islamabad as pole observer and declare Baluchistan, FATA and KPK as no go
area or security threat zones then what is the point to be here?  They have the moral
responsibility to go to the places where the fair election is faced with serious threat from
terrorists or establishment. We have both. The nationalists have lost about 80 from
leadership cadre, hundreds of of workers and thousand of innocent civilians.

Taliban have pin pointed their friends and foes. We had been telling the world that no war
can be carried out so precisely unless the terrorists have a strong support in civil and
military.

Pro Taliban political parties and sectarian organisation with support of a strong chunk in
army particularly in ISI.

If the government and international fraternity cannot protect us they must openly speak out
their compulsions and inabilities.

If the citadel of power of Pakistan want us out of main stream politics to treat us
bonded slaves we refuse to accept this status. It will be much better to withdraw their
hands, stop interference and withdraw with their imported savage animals from our land
and let us solve our own problems. Even if we fail at least we will die the way we want to
die. At least we should have the liberty to select the method of our killing. Is it too much to
ask?

Pal. Army change doctorine

                                            PAK ARMY NEW DOCTRINE.

                                            khurshidalam44@hotmail.com

After a long period of 65 years,  Pak. army revised its doctrine that is more near to ground realities. The salient features are:
- There is no external threat to the integrity of the country if there is any that lies inside the country.
- The military will accept the sovereignty of the parliament.
- The future foreign policy should be made by civil government and the army budget should be dictated by the prevailing circumstances with an expert input from the army.

It took a long time for the army institution to realise, though late but the realisation is welcoming. The mess in which we are today is due to the follies of civil, military rulers and sectarianism by clergy.

In the short history of Pakistan the biggest trauma was the creation of Bangladesh. The plot was written by civilians and executed by military. It was not only the humiliation on global level but whatever flimsy reason the two nation theory had, it lost its relevance. We lost the strategical advantage by loosing south eastern Asian wing.

Did we learn anything? If yes then what's are we doing in Baluchistan? The only difference is that the writer and executioner  of the drop scene is a military general.  Though the roots can be traced to the inception of Pakistan and subsequent mis management of national aspiration and non-acceptance of the fact that it is a multinational state.

The civil leadership was the offsprings of the blunder of the history and military was politicised by appointing F.M. Ayub. We have never been able to keep the army out because of civilian incompetency. After politicisation of the military it was further divided by sectarian generals headed by Zia. Musharaf brought the civilian and army face to face for direct confrontation resulting in the loss of respect for the army.

The sectarian clergy has strengthen their hold in the army and civilian. The country is politically directionless, having sectarian breaches. With every passing day the situation is getting worse.

The country has never been on sound basis either politically or economically since its inception. The institutions are non-existing, the civilian leadership is mentally not much different than military dictators. One can guess from two quotes," we will fight for onr thousand years or defeat on one front is not the end of the war". The element of accepting the truth is in none and bellicosity is in both. It is a great loot or clearance sale.

To contain the civil war in the country is hundred times more damaging and posing a serious threat to the state and the country. We are scoring points in this blood let. Military in spite of drafting new doctrine has yet to surrender its previous authority.

No one can defeat a dogma. Dogma has no soldiers  but have devotees. Devotee is different than a soldier. Soldier has to save his life but devotee has to avoid capture if stuck, they blast themselves to inflict maximum damage and kill as many to create phobia and insecurity.  The sectarian fundamentalism is the most fearsome. They have a blind faith that the heaven is guaranteed by the clergy. The most vulnerable are  the poor  and illiterate, they are an easy prey to the sectarian.

I am not sure whether the change of doctrine will be accompanied by shift of nucleus of power? If it is so that is a good omen. The time will prove the real intentions there is no other parameter to judge the intentions.

The corner stone of foreign policy should friendship with all, animosity with none. This should be inducted at school level. All the lessons that teach hate, aggression, use of power should be banned.

If we take Kashmir it is a matter for Kashmiri to decide. Our present political involvement  is defeating our international standing on this issue. It is self contradictory. Out of all political parties only ANP has no branch in Kashmir.

The Kashmiri governance is subservient to the whims and wishes of Islam Abad. It shows the intrinsic contradiction in our standing. And to be frank it is the real expression of our intentions to capture Kashmir, self determination is just an international diplomatic ploy.

Now since we have realised that the threat to the country's lies inside the country our focus should be shifted to the internal problems. The first and foremost is to deal with the radicalisation of whole society. This should be the top priority to tackle.

The most unfortunate is the spread of this virus to the armed forces that has badly effected it's  professionalism. The killing and chaos is mainly due to radicalism. Radicalisation breeds intolerance and hate. The fanaticism believes in bellicosity and loose the strength of reasoning. Logic evaporates and the dense barbarism takes over.

The best media for this virus to grow is illiteracy, poverty. Pakistan has both in abundance particularly in small provinces. The masses are fed up with prevailing circumstances and the sectarians thrive on disappointments. Their religious inclinations and poverty makes them the best candidates to be a devotee. The disease has penetrated every cell of the nation. The strength can be gauged by failure of world might loosing the battle. PAK. Army has never been bruised so badly as it has in this internal warfare. It is unfortunate that they were the makers and now they are at the receiving end.

I have an honest opinion that it is beyond the scope of any one group or nation to eradicate this cancer. To do so it should be a collective effort by all those who started the game. They include the sectarian and right wing parties, the army establishment, the intelligence agencies, Pakistan government, USA government with CIA and UK with its intelligence and last but not the least Saudi, Iran and gulf states. The non state citizens should be dealt by those who brought them to carry out this  beastly game. Even Taliban are not in a position to eject them. Every one has to clean its own mess to the satisfaction of Afghanistan. The atom bomb in such a situation is a liability, the real strength lies in unity. The international fraternity must realise that the opposition parties and ISI  are having much closer relations with the shadows of terror than the incumbent government.

As a deterrent from another country we must have a highly professional and well-equipped army, small in shape high in performance. But to fight this type of war,  the armed forces should have different sort of training like Sri Lanka or northern Ireland. The conventional army has never been successful. Yes dialogue is the best course but it is done with humans not beasts. I have no doubt that the end will be by dialogue but if it is not from the source of strength, at least equality should be there.I believe army is thinking of raising such force.

Those political parties who have covert or overt relation with terrorist should be disqualified to contest general election. It is equal to put the integrity of the country at stake. They should be told plainly and bluntly about their loyalty. If the holders of double citizenship is barred from election because of divided loyalty, this is a much serious crime. Army is stretched beyond limits. Neither the agencies nor the political friends of terrorists are extending a helping hand.

I don't understand how on earth a transparent and honest election is the solution to all problems. Bullet cannot be stopped by ballot it will hit its target
